New Requirements for Obtaining a Maryland Learner's Permit During the 2007 Session of the Maryland General Assembly, Senate Bill 519-Truancy-Prohibitation Against Issuance of Learner's Instructional Permit was passed and became effective October 1, 2007. Students must now submit a completed Maryland MVA Learner's Permit School Attendance Certification form (DL-300) during the application process at the MVA.
